I think this symbol expresses a simple idea that's easy to understand. It uses the recycle symbol in a different context. It is here used to convey change and breaking the cycle (it shows movement and direction). This could be representative of many things but this particular design was directed towards abuse and violence prevention. It seems it's also directed towards women. The feminine colors accurately portray that. I also feel that the background scribbles could be some symbolism of erasing these problems away, as well. The recognizable recycle symbol has been altered to illustrate something new and communicate a message that's significant.
